Regardless of the penalty or punishment,  one can rationalize their behavior and engage in corruption.  Address these elements to attract  to reduce corruption are multi-rated conflict of interests, less fuzzy rules, decrease rationalization. Often we don't see how influential we are, therefore conflict of interests need to be eliminated whenever possible.   Disclosure is not enough.
