Currently, cities are grappling with the effects of our current take-make-waste, linear economy. They consume over 75% of natural resources, produce over 50% of global waste, and emit 60-80% of global greenhouse gases. At the same time, cities continue to grow; by 2050, two-thirds of us will live in cities. They are engines of economic growth and centres of culture, innovation, and learning. As city governments look to recover from the effects of the COVID-19 pandemic and address major challenges like the climate crisis, the circular economy offers a systems solutions framework that can unlock economic, environmental, and society-wide benefits. City governments can enable, lead, and involve other key stakeholders from across the public and private sectors, using the wide range of policy levers and measures at their disposal. In this episode, we will hear from the Ellen MacArthur Foundation’s three Strategic Partner Cities— London, New York City, and São Paulo—about advancing the circular economy and mobilising systems solutions.

Our recently published set of five Universal circular economy policy goals will enable governments to benefit from the circular economy as they pursue a resilient recovery from the COVID-19 crisis that offers solutions to key global challenges such as climate change, biodiversity loss, and pollution. This is the highlights of the discussion panel that was streamed live on our channels on 2nd February. The session was moderated by Eline Schaart (POLITICO Europe) and we were joined by Steven Schonberger (World Bank), Roberta Dessi (Inter IKEA Group), and Miranda Schnitger (Ellen MacArthur Foundation) to discuss the importance of building sub-national, national, and international policy alignment to scale the transition. The Foundation’s perspective on the Breaking The Plastic Wave study. Breaking the Plastic Wave, one of the most comprehensive and analytically robust studies ever produced on ocean plastics, was released in July 2020 by The Pew Charitable Trusts and SYSTEMIQ, with thought partners the Ellen MacArthur Foundation, University of Oxford, University of Leeds, and Common Seas. The Foundation published its perspective and set out clear urgent actions in response to the study’s findings. Breaking the Plastic Wave confirms that the circular economy vision is the only way to address plastic waste and pollution at the source, while also resulting in better economic, climate, and social outcomes. It shows that to realise this vision, we need to collectively raise our ambition level, and stresses the need to act now, as an implementation delay of five years will result in an additional 80 million tonnes of plastic entering our oceans between now and 2040. According to the European Environment Agency, the sector has the fourth most significant impact on primary resource materials and water after food, housing and transport. The Ellen MacArthur Foundation has recently set out five universal circular economy policy goals around which governments and businesses can align to scale the circular economy. One goal is to ‘make the economics work’ by creating economic incentives and setting regulatory requirements that enable circular economy business models (such as resale, rental and repair) to become the norm rather than the exception. How can this be achieved in the fashion and textiles sector? In this episode, we will hear from the European Commission, the European Environment Agency, and the Swedish Environmental Protection Agency, who will share their perspectives on the enabling role of policy to increase the adoption of circular business models.
